Charleston City Council gave first-reading approval on October 13 to a new franchise agreement with Dominion Energy South Carolina that would replace pacts dating to 1996. Dominion and the city would each set aside 0.5 percent of Dominion's in-city electric sales for undergrounding, which comes to $1,286,770 each in 2026.
Why this matters here
Buried lines mean fewer outage days for businesses that lose a cooler full of product every time a storm takes the power out. It also means street work: projects lasting up to 14 days require 10 business days' notice to the city, and anyone on an affected block should be planning signage and customer communication well ahead of the digging.
